It's really not that confusing. It means that you're more likely to get an exotic drop from a 1840 lost sector. They are rare drops in 1830 and common in 1840. It's the likelihood of getting an exotic to drop, so in this case common is better. 1840 is a higher difficulty so the chances are better, hence the "common". 3.First drop "tends" to be the new one.
