So far I found three locations where basic tools spawns as item (not in stash). I don't know if they only spawn at begin of the game, or also later on. I'll add screenshots as soon I fix my computer. You can game it a bit to make sure your 8th quest is completed in Rostok for a high chance of advanced tools. GAMMA is hard though- for a beginner. Anomaly/EFP is more "mainstream" in terms of gameplay and difficulty, BUT if you like it- then go right ahead! Pretty sure only stashes or random spots around the map. A life changer for me though was that the purple stashes on your PDA always hold some kind of tool kit in them (that includes gunsmithing set and medical creation kit). It's just random chance and you're having a run of bad luck. You will find basic tools eventually. Maybe you are just unlucky, I have like 3 Basic And 3 expert. But only one (one use) advanced. Took me an age to find one too. I had two advanced, one expert, one drug kit, and several armour kits before I found my first basic.
