Usually a quick pickup and quick fall will lead to a hook. 1.The issue with boil over currently is literally just map RNG. I'm not saying to add a hook every ten meters but if the devs just like, guaranteed hook spawns in problem areas like the library then the perk would be fine. Asking for boil over to be nerfed or for perks like iron grasp/agitation to buffed would just be a bandaid on the actual issue.Not to mention on lerrys in particular boil over even without exploits makes the surrivors almost unhookable.
