It gets a groove worn in it from wear over the years. P/N is 374072S. It is hardened steel 5/16" x 7/8". Sounds like the control valve is out of adjustment and probably sticking. There are two adjustment to make, one with the lever down in draft control position and another with the lever up in position control. While the lift top is off it's best to replace the lift piston o-ring, remove and clean the control valve and check the cam pin for wear.

In draft mode the lift should only raise during the last two inches of travel on the control lever.
