NO IDEA, this is what I would like to know as well. 3. Only your base, you keep your ship, inventory, upgrades, freighter, frigates, etc. AS FAR AS I'VE BEEN TOLD. I think it uses the same mechanics as the frigates, so improving your settlements and doing missions for it will bimp it up to a higher class. Nope. Settlements have their own "balance sheet" (or a pool) so to speak, of debt and profit. From as far as I've gotten, you only spend resources to build stuff or generate debt to enact events. It's more like you're the final approval authority, project manager, supplies procurement, and delivery person. You don't build per se. You agree X will be built, supply 3 sets of raw material one at a time, and deliver it to the construction site.
